Achievements
CCE has been supporting the PNA in the implementation of a number of reforms, primarily at the centre of government, aimed at enhancing its decision-making capabilities:
- Establishment of nine standing Cabinet sub-committees (the Political, Social, Reform and Development, Administrative Affairs, Economic, Scholarships and Impact of the Wall and Jerusalem Committees)
- Development of working regulations and procedures for the Cabinet and its sub-committees
- Establishment of a Secretariat to support the activities of Cabinet and its sub-committees
Reform activities were divided into several components based on the PMRP , which include:
Policy formulation and decision-making
CCE and its partners has been supporting the PNA on various initiatives aimed at developing its national goals and programs through sectoral consultations across ministries and with substantial participation from civil society. The process of preparing the MTDP is one such example. Furthermore, the Ministry of Planning is currently leading an initiative to develop ‘localized’ Millennium Development Goals, and we are working jointly with them on this initiative.
Institutional development
Operational projects supported within the PNA consisted of :
- Implementation of a process where ministries and certain governmental agencies were required to prepare a Development Plan. The f ormat was standardized taking account of certain basic principles and norms, e.g., a model structure, clarification of the roles of Ministers and Deputy Ministers in accordance with the principle of separating political and administrative decision-making .
- Establishment of a assessment process for proposals are reviewed by the RCSU prior to submission to Cabinet.
Resources management
Financial Resources Management:
- Development and implementation of approved financial regulations to complement and consolidate existing financial management legislation to provide effective accountability and financial monitoring .
- Advanced integration and consolidation of the PNA Budget supplemented by improved linkages between governmental and ministerial policy priorities and resource allocation .
- Implementation of an integrated financial MIS across all government institutions providing a sound basis for a regular review of revenues, expenditures, as well as performance against budget, leading ultimately to financial efficiency and effectiveness.
Human Resources Management:
Through CCE's interventions, the following has occurred:
- The General Personnel Council (GPC) has developed a strategic plan for restructuring itself in order to deliver strategic policy direction to, and oversight of decentralized HR functions within line ministries and to take the lead on training and developing civil servants.
- The GPC began enforcement of merit-based recruitment procedures under an amended civil service law, e.g., posts are being publicly advertised and the GPC is actively participating in selection panels.
- The GPC together with the Ministry of Finance and other line ministries have worked to conduct a series of reconciliation exercise to ensure consistency between HR and payroll records.
- The GPC developed a national training and development strategy for all public servants.
